Its construction began at 1387 after the funeral of eight anonymous martyrs at 1381 by the suggestion of Ministry of Roads & Urban Development to build a tall monument because of its location in a specific place. This element was inaugurated in Qazvin's Fadak Park at the same time as martyr's commemoration day, Esfand 22, 1392.

Its land is 400 square meters which 890 cubic meters black concrete and 950 square meters white concrete has been used for its construction.
